POSITION: Certified Building Official/Inspector
DESCRIPTION:
Technical work reviewing plans and inspecting building, electrical, mechanical, plumbing, and gas, construction, alterations or repairs for compliance with codes, laws and regulations with the City of Natchitoches and State of Louisiana. Duties require sound technical judgment in multiple disciplines and discretion in applying standard trade practices. Building inspector must be able to perform responsible and skilled work in plan review and the inspection of the following disciplines: building, electrical, mechanical, plumbing, and gas. Performance is reviewed through observation, oral and written reports, records and conferences.
ESSENTIAL FUNCTIONS:
Inspects and approves all phases of public and private construction and improvement work to assure that the appropriate construction is completed in compliance with the plans, standards, specifications, special requirements, codes and regulations, Louisiana Uniform Construction codes; issues correction notices or approvals as required; Serve as code enforcement officer.
Performs inspections for all building trades (building, electrical, plumbing, mechanical and gas) in residential and multi-family inspections including plan review.
Commercial inspections – performs inspections for all building trades and code enforcement inspections.
Coordinates activities and schedules with the Planning Director, utility companies, contractors, property owners and other City employees; resolves conflicts within scope of authority.
Provides information and responds to inquiries from contractors, property owners, staff and the general public regarding assigned projects.
Performs plan reviews and makes revisions within scope of authority.
Completes various forms and paper work; Maintains a variety of logs and records related to work assignments and inspection activities; issues building permits; prepares and posts pay estimates as required.
Must attend certification classes as mandated by the Louisiana Uniform Construction Code Council in regard to Act 12 of the Louisiana Legislature. Attends meetings and various seminars and re-certification classes to stay up to date and aware of all changes and new code requirements.
QUALIFICATIONS:
Graduation from high school or GED, supplemented by two years of related technical or college training in construction, engineering technology, civil engineering or a closely related field;
Experience in residential and commercial construction, including a minimum of three years experience as an architect, engineer, inspector, plans examiner, contractor or superintendent of construction or any combination of these.
Knowledge of the principles and practices of the International Building Codes, Plumbing, Mechanical and Electrical Codes, and pertinent State and City codes and ordinances; principles of structural design, engineering mathematics and architectural plan review.
LICENSING AND CERTIFICATION:
Possess a valid Louisiana Driver’s License
Possess a current International Code Council Certified Building Official certificate or a current ICC Master Code Professional certificate; and registration with the Louisiana Uniform Construction Code Council.
Must possess certification by the State of Louisiana in all of the following disciplines, building, mechanical, plumbing, electrical and gas, including certification in plan review for those specialties and any other disciplines associated with the Louisiana Uniform Construction Code.

Work is performed mostly in field settings. Considerable outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. Hand-eye coordination is necessary to operate testing instruments, computers and various pieces of office equipment.
While performing the duties of this job, the employee will be required to stand, walk, or stoop; lift, carry, push and pull; may be required to ascend or descend ladders, scaffolding, ramps, poles, and the like; crouch or run on narrow, slippery, or erratically moving surfaces. Will be required to regularly drive a motor vehicle; work for sustained periods of time maintaining concentrated attention to detail; and communicate via radios.
Specific vision capabilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock and vibration.
The noise level in the work environment is usually moderate.
